Project Management Experience

Mr. El Sharkawi has more than two decades of experience in complex project management, having led projects and initiatives at country level in organizations including the UN, GIZ, and Fichtner Consulting Engineers. These projects encompassed the sectors of energy, climate change, energy efficiency, renewable energy, water resources, and motorial protocols and include the Bahrain National Energy Efficiency Action Plan (NEEAP) and Bahrain National Renewable Energy Action Plan (NREAP).

The latter is one of the key components of Bahrain’s efforts to implement its national, regional, and international commitments regarding sustainable energy development and climate change. It identifies viable renewable energy options, sets targets, and proposes policies and actions designed to harness the identified renewable energy opportunities as well as energy efficiency targets. Under the guidance of the Minister of Electricity and Water Affairs, the Sustainable Energy Unit (SEU) will lead the coordination and implementation of the plan. Mr. El Sharkawi was involved heavily in the supervision and the implementation of 22 energy efficiency initiatives across residential, commercial, government, industry, electricity, and transport sectors, resulting in annual savings of USD600 million, as well as the approval and implementation of 195MW renewable projects.

Sustainable Development Goals

Mr. El Sharakwi was instrumental in the negotiation of a landmark USD600 million MoU between Islamic bank, Al Baraka Group, and UNDP, spanning 17 countries across Europe, Asia, Africa, and the Arab States, with a focus on SDG support in energy, water, jobs, and education projects.

Mr. El Sharkawi has advised and supported the General Council for Islamic Banks and Financial Institutions regarding the introduction of a range of initiatives related to SDGs, including the Annual Global Islamic Bankers’ Survey and a policy brief on Islamic Finance relating to SDGs. The financial services sector in particular has pioneered several innovations in both promoting and financing sustainable development. Although the public and private sectors are often typified as having incompatible objectives, the UN’s SDGs have become an important point of intersection.

Strategic Assistance

In former roles Mr. El Sharkawi has initiated and managed several strategic assistance projects in areas including urban planning, housing, green economic development, capacity building, innovation, and technology, and the reporting of social and governance indicators. He has a particular interest in financing sustainable urban development in the Arab region and the findings of the State of Arabs Cities report 2020.

This report showed, through in-depth analysis and concrete evidence, the importance of significant urban infrastructure investments and innovative sub-national financial instruments in forging inclusive, resilient, and prosperous urban settlements. Well-managed urbanization, according to the report, has the potential to powerfully drive sustainable development. It advocates for embracing a holistic approach to urban infrastructure planning and provision and ensuring there are efficient institutions and adequate financial resources in place to promote positive societal change in Arab cities
